On July 3, the Texas Commission on Environmental Quality issued an emergency order appointing a temporary manager over the Horseshoe Bend public water system.
The water system is owned and operated by Texas Rain Holding Company, also known as Castle Water Inc., which has had several violations and was referred to the Office of the Attorney General on Nov. 2, 2018, for civil enforcement after not coming into compliance.
The emergency order comes after Horseshoe Bend residents suffered a multi-day water outage as well as low water pressure from June 18 to July 2.
“TCEQ issued an emergency order to Castle Water Inc. on July 3, appointing Mark Patterson to serve as temporary manager of the Horseshoe Bend public water system. Patterson has been onsite evaluating the system and making repairs since July 4,” TCEQ Media Relations Specialist Andrew Keese said. “Water pressure has been reported to be compliant and the temporary manager has indicated that the disinfectant equipment has been repaired. TCEQ’s regional staff [were] onsite [Monday] providing technical assistance to the temporary manager.”
Patterson is the president of Patterson Professional Services and has been in the industry for 25 years.
"Our company has 30 employees of which about 10 are licensed operators," Patterson said. "We operate 25 water systems and nine wastewater systems in North Texas. This is our seventh temporary manager type system that we've been involved with."
According to the TCEQ emergency order, no other source of water is available to the more than 1,700 people whose water is supplied by utility.
“The TCEQ alleges that [Castle Water Inc.] has been referred to the OAG for the appointment of a receiver; failed to provide appropriate water that poses potential health hazards; failed to adequately maintain facilities, resulting in potential health hazards, extended outages and repeated service interruptions; failed to secure alternative water supplies during the outages; and has demonstrated a pattern of failing to respond to the TCEQ or the utility’s customers,” according to the document. “This emergency order is necessary to ensure that continuous and adequate water service is provided to the customers of the utility to effectuate the purposes of the Texas Water Code and the Texas Health and Safety Code.”
HSB resident Linda Alg said she is happy with the new management.
“Our water pressure has never been so good,” Alg said. “Everyone I have talked to is very pleased about Mr. Patterson taking over. I would like to see the Patterson company take permanent management.”
State Rep. Phil King, R-Weatherford, said he is continuing to monitor the situation.
"We're continuing to monitor it via TCEQ and making sure the water system is operating properly is a very high priority for me," King said.
